Article 1.

It may be created, by a decree from the Minister of State, of commissions charged with the elaboration of propositions of laws to be submitted to the National Council, after examination by the State Council.

Article 2.

These commissions shall be presided by the Minister of State or a member of the Government Council ; they shall be composed, in addition to the Director of Legal Affairs, one or more members of the Government Council, designated by the Minister of State and members of the National Council designated by the president of this assembly.

On request by the commission, other public service member may be adjoined.

Article 3.

Each commission shall appoint a rapporteur.

The propositions of laws draft up shall be transmitted, accompanied by the report, to the Minister of State who will, if necessary, refer the matter to the State Council.
