Article 1.

The Government Council deliberates on the matters that are submitted to it according to the disposition of a Law or a Sovereign Ordinance.

Article 2.

The Minister of State convene the Government Council whenever he deems it useful.

Article 3.

The internal organisation of each ministry is regulated by Sovereign Ordinance.

Article 4.

Administrative matters prepared by the ministries shall be submitted, by the Government Councillors, to the Minister of State, who may, however, by special decree, leave the decision of certain categories of matters to them.

 Article 5.

In the event of impediment, the Minister of State shall be deputized by a Government Councillor designated by them.

Article 6.

In the event of impediment, a Government Councillor shall be deputized by a Government Councillor or by any other public official, designated by the Minister of State.

Article 7.

For the application of the ethical obligations of the members of the Government Council, and in compliance with articles 45 and 47 of the Constitution, a procedure of abstention is instituted by Sovereign Ordinance, with the aim of preventing situations of conflict of interest or putting an end to them, consisting of the concerned member of the Government Council abstaining from taking part in the deliberation of a matter in which they consider they cannot participate.
