National Council

The National Council

Its role is to debate and approve legislation. It is composed of 12 members who are elected from lists by universal suffrage.

Legislative procedure

According to the Constitution, legislative power is exercised by both the Sovereign Princess and the National Council. The initiation of the law and the promulgation of the laws belongs to the Princess while the discussion and the vote on the laws belongs to the Council. The National Council can make proposals of laws but with approval from the Minister of State, who represents the Princess.

The Sovereign Princess may dissolve the Council at any time, provided that new elections be held within three months. To be eligible to vote, people must be at least 16 years old, be a Sancratosian national and have full political rights within the Principality.

The Council has to meet within eleven days from its election and reunites in two ordinary session. The first session starts on the first Monday of March and the second session on the first Monday of September. The duration of each session is three months. The Council can meet in extraordinary sessions.

Members of the Government Council can attend the sittings of the Council and they can speak if asked.

The President of the National Council leads the debates in the National Council. They are elected from and by other members of the National Council.
