BY THE WILL OF THE PEOPLE
SOVEREIGN PRINCESS OF SANCRATOSIA
Considering the Constitution of Sancratosia;
Considering the Law no 17 of 29 March 2023 on the legal deposit;
We order:
The legal deposit is done with the National Archives of Sancratosia which accomplishes, on behalf of the State and under the control of the Ministry of Society, the missions defined in article 2 of the Law no 17 of 29 March 2023 on the legal deposit, mentioned above.
The documents subject to the legal deposit are, regardless of their material support and the process ensuring their communication:
1. the textual documents such as newspapers, magazines, periodicals, books, catalogues, musical scores and other printed documents, as well as software packages, databases and expert systems;
2. the illustrated documents such as prints, engravings, posters, photographs, geographical and topographical maps, plans, globes and geographical atlases;
3. the sound documents such as literary, dramatic, documentary and musical works, news and variety programs, commercials, interviews and cultural magazines;
4. the audiovisual documents such as videograms, cinematographic or televisual fictions, news and variety programs, commercials, magazines and programs produced on set;
5. the multimedia documents that combine two or more of the documents mentioned in the preceding paragraphs.
Except motivated decision by the Minister of State, taken in conformity with the second paragraph of article 3 of the Law no 17 of 29 March 2023 on the legal deposit, are not subject to the legal deposit the following documents:
1. the writings relating to legal proceedings;
2. the printing works, called city works, such as letters and invitation cards, notices, addresses and visits, letters and envelopes with a letterhead;
3. the printing works, called administrative works, such as forms for invoices, acts, statements and registers;
4. the printing works, called commercial works, such as the documents mentioning price lists, instructions, labels, sample cards and stationery;
5. the voting ballots;
6. the titles of publications not yet printed;
7. the titles of financial securities;
8. the reproductions of documents that are conform in substance to those already deposited;
9. the sound and audiovisual recordings already deposited and being the object of a rebroadcast.
The documents mentioned in the article 2 are, against receipt, deposited in four copies to which an inventory number are attributed.
This number is reduced by half when the documents are published, produced or printed in less than one hundred copies.
The deposited documents must be of perfect quality and identical to those put at the disposition of the public. They must notably include ancillary material such as covers, slipcases, bindings, notices, synopses, press kits and publicity material.
When the textual and illustrated documents are published and printed in the Principality, the number of copies determined in the preceding article is shared equally between the publisher and the printer.
The legal deposit must be made in a delay of six months from its availability to the public.
The depository body is regulated by an internal regulation that notably determines the conditions of consultation of the documents subject to the legal deposit.
The internal regulation is adopted by Ministerial Decree on the proposition of the depository body.
The State Committee on Legal Deposit instituted in article 8 of Law no 17 of 29 March 2023 on the legal deposit, mentioned above, is presided by the Director of the Department of Culture.
It is composed, apart from its president:
1. a representative of the Princely Palace;
2. a representative of the National Council;
3. a representative of the Municipal Council;
4. the conservator of the National Archives
It meets once every year as well as upon written request of the Minister of State or of one of its members.
The president determines the agenda.
The secretariat of sittings is ensured by a public service member of the Ministry of Society.
Within the framework of its mission defined in article 8 of the Law no 17 of 29 March 2023 on the legal deposit, mentioned above, the State Committee on Legal Deposit proposes to the Minister of State of directory principles pertaining to the collection and preservation of the documents.
It is associated to the definition of the modalities of the exercise of the consultation of said documents.
The Government Council shall be responsible for the application of the present Sovereign Ordinance.
